Aktualisiere Versionsnummer auf 3.2.1 in README.md, package.json, package-lock.json und package-solution.json. Füge Unterstützung für Root-Web-UserCustomActions in PortalSettingsDataService hinzu und aktualisiere Tests entsprechend.
